This panel will explore how agile contracting approaches enable the rapid acquisition and deployment of emerging technologies to address evolving operational needs. As the pace of technological advancement accelerates, traditional acquisition processes often struggle to keep up with the speed of innovation. Agile contracting provides a critical framework for bridging this gap, allowing defense organizations to rapidly prototype, test, and scale cutting-edge solutions in collaboration with industry and academia. Panelists discuss strategies for streamlining acquisition processes through flexible mechanisms like Other Transaction Authorities (OTAs) and Small Business Innovation Research (SBIR) programs, fostering public-private partnerships to drive innovation, and scaling successful prototypes across the joint force to maximize impact. They will also address barriers to adoption, such as cultural resistance, regulatory hurdles, and funding constraints, and share lessons learned from recent rapid prototyping initiatives. The panel will provide actionable insights into how agile contracting can support innovation-driven deterrence and operational readiness in the Indo-Pacific, ensuring defense organizations remain adaptive and responsive to emerging challenges.
