Ms. Nicole Kilgore is the Deputy Joint Program Executive Officer (JPEO) for Chemical, Biological, Radiological and Nuclear (CBRN) Defense. She provides management and technical direction to the entire portfolio, the headquarters functions, and the Chief of Staff. Ms. Kilgore leads civilian and military multi-disciplinary teams whose mission is to protect U.S. Joint Forces and the nation from CBRN threats by generating affordable and state-of-the-art capabilities. As an Army acquisition professional and scientist, she brings a unique blend of expertise to the CBRN defense portfolio. Most recently, Ms. Kilgore was the Acting Deputy JPEO for Assisted Acquisition/Medical (COVID-19 Response). In this role, she focused primarily on the Medical and Protection Portfolios and led coordination of the Defense Department's COVID-19 Joint Assisted Acquisition efforts in support of the Department of Health and Human Services. Previously, Ms. Kilgore was the Deputy Joint Project Manager (JPM) for CBRN Medical where she provided overall direction and guidance for the development, acquisition, testing, product improvement, fielding, and sustainment of the Medical portfolio. She directed and coordinated planning for new and diverse projects for long and short-range goals, evaluated program results, and rendered final decisions. Previous assignments include several positions of increasing responsibility within the JPM CBRN Medical. Her previous positions included Chief of Staff; Joint Product Lead, Platforms for Rapid Integrated Solutions for Medical Countermeasures; Joint Product Manager and Deputy Joint Product Manager, Joint Vaccine Acquisition Program; Primary Manager, Filovirus Vaccine Program; and Science Manager, Medical Identification and Treatment Systems. She also previously served as Acting Medical Director, Office of Deputy Assistant Secretary of Defense for Chemical and Biological Defense. Prior to joining the Department of Defense, Ms. Kilgore was Senior Manager of Virology and Safety Operations for Panacos Pharmaceuticals. Ms. Kilgore holds a Bachelor of Science in Biology from Mount Saint Mary's College; a Master of Science in Biomedical Sciences from Hood College; and Master of Science in National Resource Strategy from the National Defense University, Eisenhower School. She attended the Defense Acquisition University's Advanced Program Management Course and Advanced Leadership Course at the Army Management Staff College. She is a member of the Army Acquisition Corps, DAWIA Level III certified in Program Management, and a Project Management Professional. She has been awarded the Commander's Award for Civilian Service, the Excellence in Federal Career Awards, Federal Executive Board, Baltimore branch, and the Superior Civilian Service Award.
